Why does the Business Locator report not include all of the businesses that are in the specified site boundary?

This is a limitation of the software and is by design. A Business Locator report is limited to returning a maximum of 250 businesses. The Business Locator report begins pulling businesses from the location and then, going in a concentric circle, lists the first 250 businesses it finds.
