Why does 'Apply a buffer' in ArcMap's Select by Location dialog box display previews incorrectly?

Answer

Technically, buffers are treated as polygons; therefore, when you check 'Apply a buffer,' the selection treats it as if polygon features are being used. The preview does not reflect this and may show that the selection is not possible.
