Why do some null values not appear at top of the field when it is sorted in ascending order?

Zeros and nulls are treated as the same value in the ArcMap Attribute Table Window. If a field that is sorted in ascending order contains both zero and null values, the zero and null values will appear at the top of the field in the order of their ObjectID values.
