When I add or remove layers from my TOC the Attribution Center flashes repeatedly.

It is recommended that you close the Attribution Center before adding or removing multiple layers from the TOC. The Attribution Center will flash repeatedly and this may take some time because it rebuilds itself each time a layer is added or removed. It is important that you open the attribution center again after it is done, because it will affect your editing if it is closed.
