PROBLEM

WebGIS DR backup fails with unable to connect to datastoreadmin on port 2443

First Published: May 22, 2026

Description

When running the webgisdr utility to create a backup of an ArcGIS Enterprise deployment, the backup fails with an error similar to the following:

Unable to connect to https://<datastore-machine>:2443/arcgis/datastoreadmin.
Check the URL and restart the Relational ArcGIS Data Store service if necessary.

In some cases, the ArcGIS Data Store service may appear to be running normally and the relational data store may still validate successfully as READWRITE, despite the datastoreadmin endpoint being inaccessible.

Symptoms

The following symptoms may be observed:

  • webgisdr backup fails consistently
  • Unable to access https://<machine>:2443/arcgis/datastoreadmin
  • Port 2443 is not listening when checked with netstat
  • ArcGIS Data Store configuration wizard fails to load locally
  • ArcGIS Data Store service appears running
  • Relational data store may still validate successfully
  • PostgreSQL communication on port 9876 may still function normally

Cause

This issue can occur when the ArcGIS Data Store Tomcat configuration becomes corrupted.

In the reported scenario, the following file was found to be empty (0 KB):

<ArcGIS Data Store installation directory>\framework\runtime\tomcat\conf\server.xml

The server.xml file contains the Tomcat HTTPS listener configuration required for the datastoreadmin endpoint to initialize on port 2443. If the file is corrupted or empty, the HTTPS listener cannot start successfully.

As a result:

  • Port 2443 does not bind
  • datastoreadmin becomes inaccessible
  • webgisdr backup operations fail

Solution or Workaround

To resolve the issue, replace the corrupted server.xml file with a healthy copy from another ArcGIS Data Store installation running the same version.

Procedure

  1. Stop the ArcGIS Data Store service.
  2. Navigate to the following directory on the affected machine:
<ArcGIS Data Store installation directory>\framework\runtime\tomcat\conf
  1. Rename the existing corrupted server.xml file.
    • Example: server.xml_OLD
  1. Obtain a healthy server.xml file from another ArcGIS Data Store installation running the exact same ArcGIS Enterprise version.
  2. Copy the healthy server.xml file into the affected machine’s Tomcat conf directory.
  3. Start the ArcGIS Data Store service.
  4. Confirm port 2443 is listening.
    1. Example command:
netstat -ano | findstr 2443
  1. Verify the datastoreadmin endpoint is accessible:
https://<machine>:2443/arcgis/datastoreadmin
  1. Retry the webgisdr backup operation.

Additional information

  • Ensure the replacement server.xml file comes from the same ArcGIS Data Store version.
  • If no matching environment is available, a temporary ArcGIS Data Store installation on the same version can be used to generate a healthy default server.xml file.
  • Always create backups or snapshots before modifying installation files in production environments.
