USA Counties do not appear as expected in ArcGIS for Power BI

Description

When using a field containing Connecticut county names in the Location field well to display locations in ArcGIS for Power BI, locations may not show up as expected. Even when following documentation to add a Power BI data layer to the map and specify the location type to be counties in the United States, the polygons don't show up where expected.

Cause

This is because the ArcGIS World Geocoding Service was updated in 2024 to use planning regions instead of county names, which Connecticut has not used since 1960.

Solution or Workaround

  1. Update historical data with the correct place names using the Town to Planning Region Crosswalk.
  2. Create a locator that uses the previous county boundaries, share the locator to ArcGIS Enterprise, and configure ArcGIS Online to use the locator as a geocoding utility service
  3. Get the geometry from a feature layer containing the previous counties using the "Get data from feature layer" action with the ArcGIS connector with Power Automate and use EsriJSON in the location field well. See: Using ArcGIS Connectors for Power Automate to get Custom Geometry in Power BI
