Upgrading to Portal for ArcGIS 10.7 fails if the content store is set to use an AWS S3 Bucket

Description

When upgrading Portal for ArcGIS to 10.7 in an environment where the content store is located in an Amazon Web Services (AWS) S3 bucket, the upgrade fails.  This occurs after the 10.7 setup finishes, when a blank browser window opens and the upgrade does not proceed.  If going through a silent upgrade, the upgrade process exits with an error saying, "Configuring Portal fails."

This behavior occurs in both Windows and Linux.

Cause

This issue is associated with a known defect, BUG-000121142.

The above symptoms occur when upgrading from any version prior to 10.7, including Portal for ArcGIS 10.6.1 and earlier

Workaround

If upgrading to Portal to ArcGIS 10.7 in an environment where the content store is located in an AWS S3 bucket, the solution will vary depending on if using Portal setups or Chef cookbooks. 

Note:
The following steps must be performed on each machine where Portal for ArcGIS is installed.

If using the the Portal installation wizard:

  1. Download the script and unzip it.
  2. After running Portal for ArcGIS 10.7 setup, a blank browser window opens and the upgrade does not proceed.  At this point, run the unzipped script.
  3. Continue with the Portal configuration in a web browser.
     
If going through a silent installation:
  • The upgrade process exits with an error saying, "Configuring Portal fails." The next steps will vary depending on the operating system.
    • On Windows:
      1. Download the script and unzip it.
      2. As administrator, open a command line window, run install_portal.bat.
    • On Linux:
      1. Download the script and unzip it.
      2. As the Portal installation user "arcgis", copy install_portal.sh to the Portal installation direction at /arcgis/Portal folder, run install_portal.sh from that location.
  • Continue with the Portal configuration from the web browser or with the silent option.
     
If using Chef:
chef-solo -j --recipe-url https://github.com/Esri/arcgis-cookbook/releases/download/v3.3.1/arcgis-3.3.1-cookbooks.zip
  • On Linux:
chef-solo -j --recipe-url https://github.com/Esri/arcgis-cookbook/releases/download/v3.3.1/arcgis-3.3.1-cookbooks.tar.gz
