Updating the federated server URL incorrectly updates portal content URLs and negatively impacts federation

Description

After running Update Federated Server URL (updateFederatedServerUrl), ArcGIS Enterprise portal content is updated with incorrect URLs and federation is impacted in ArcGIS Enterprise 11.5. 

• Content (webmaps, applications, etc.) incorrectly have /rest added to the newly updated URL.
• ArcGIS Server’s WebcontextUrl incorrectly has /rest appended to it.
• Portal for ArcGIS reference (via federation) to ArcGIS Server incorrectly has /rest appended to URLs.

While the ArcGIS Server site will still function, portal will fail to validate the federated server and new content will be created with incorrect URLs.

BUG-000177260: Updating the federated server URL incorrectly updates portal content URLs, resulting in inaccessible content and negatively affecting federation has been logged to track this behavior. Please contact Esri technical support to get added to this record.

Install the Portal for ArcGIS 11.5 Web Applications Patch
