Cause
This error is caused by an incorrect ASP.NET version associated with the Web site under which ArcGIS Server is installed.
Solution or Workaround
ArcGIS Server for .NET requires ASP.NET (or the .NET Framework) 2.0 or higher to be installed and associated with the site under which the ArcGIS Server Manager instance is installed. Instructions provided assist with ensuring that the correct version of ASP.NET is associated with ArcGIS Server Manager.
- Open IIS manager. To do this, on the ArcGIS Server machine's desktop, click Start > Run. In the Run text box, type INETMGR and press Enter.
- Expand Computer Name > Web Sites > Default Website by clicking the '+' sign.
- Right-click Default Website and select Properties.
- Click the ASP.NET tab.
- Use the drop-down box to change the ASP.NET version from 1.1 to 2.0.5027 (or higher). Click Apply and OK.
- Test to see if ArcGIS Manager opens. If it does not, restart the ArcGIS Server Object Manager service in the Windows services applet, and test again.
