Description
ArcGIS Monitor Server returns the following error when registering Portal for ArcGIS as a component using the admin account with Multi-Factor Authentication (MFA) enabled:
"Check credentials, unable to return user access level"
Steps to Reproduce
- Navigate to Portal for ArcGIS Home > Organization > Settings > Security > Multifactor authentication. Enable multifactor authentication by selecting any two designated administrator users.
- In ArcGIS Enterprise 12.0, enforce MFA under MFA enforcement. For Enterprise versions before 12.0, this setting can be found in the Security tab in the member profile settings.
- Please refer to the document: Configure multifactor authentication for ArcGIS logins
- Navigate to ArcGIS Monitor server > monitoring > register a component.
- Select the agent installed on the Portal machine and select the component as Portal for ArcGIS. Input the admin credentials for the user with MFA enabled.
- Connection fails with error "Check credentials, unable to return user access level."

Cause
This is a known issue.
Workaround
Workaround
- For the ArcGIS Enterprise versions before 12.0, create a dedicated user with admin privileges. Do not enforce MFA to this user and register Portal as a component in ArcGIS Monitor using this user's credentials.
- For ArcGIS Enterprise 12.0, create a test user with admin privileges. Add this user under the MFA exemption list and register Portal as a component in ArcGIS Monitor using this user's credentials.
