Error Message

When trying to create a survey, the following message appears:

Unable to create a new survey. Create Service error Failed to create the service ‘Hosted/survey123_70d687555a8c472888b09944496f9e5d.FeatureServer’.

Failed to create the service error message

The logs display the following messages:

  • SEVERE – Unable to read the service ‘{0}’ from the configuration store. {1} survey123_70d687555a8c472888b09944496f9e5d.FeatureServer Illegal group reference.
  • SEVERE – Failed to create the service ‘Hosted/ survey123_70d687555a8c472888b09944496f9e5d.FeatureServer’. Illegal group reference.

The problem has been observed on the following versions:

  • ArcGIS Enterprise 11.5
  • Survey123 Website 3.22

Environment:

  • Windows 11

Cause

The ArcGIS Server directories and config-store are located on a network drive, in a folder that is hidden or whose name contains a special character, such as ‘$’.

According to Esri documentation, ArcGIS Server does not support shared network directories that are hidden or use special characters.

Solution or Workaround

In this example, the directory settings for \age\arcgisenterprise$, which contained the entire ArcGIS Server configuration must be modified by the IT Administrator so that the folder \age\arcgisenterprise is no longer hidden and no longer includes the special character '$' in its name.
