Error Message

When packaging maps or projects that include network analysis layers, generated with the StreetMap Premium Network Dataset, the process fails and returns the following error:

Cause

By design, Network Analysis Layers reference the participating Network Dataset used to generate them; hence, when consolidating or packaging them, its network dataset will be consolidated or packaged too. Since the network dataset included in StreetMap Premium data is protected and only enabled with the Smart Data License file (.sdlic), the Package Project, Package Map, or Package Layer tools cannot package the network dataset and will fail.

Solution or Workaround

You can use one of the following workarounds:

• Generate the network analysis layers with a custom network dataset or from ArcGIS Online, not StreetMap Premium.
• Do not package the complete network analysis layer group, but the sublayers individually.
• Use the Package Layer (Data Management) geoprocessing tool and check the Exclude Network Dataset parameter.
• Share the Route analysis layer as a Route Layer.
