After creating a tile package for ArcGIS for Windows Mobile, the following error is displayed:
"Error: The spatial reference of all map layers must match."
When a tile package is created using the default tiling scheme for ArcGIS Online / Bing Maps / Google maps, the tile package is automatically set to WGS 1984 Web Mercator (Auxiliary Sphere) instead of the original coordinate system.
Solution or Workaround
To use a format other than WGS84 Web Mercator, base the tiling scheme on an existing map cache, or create a new tiling scheme. To create a tiling scheme, follow these steps:
- Open ArcToolbox and browse to the Server Tools > Caching. Open the Generate Map Server Cache Tiling Scheme tool.
- Under Map Document, browse to the location of the map, and under Output Tiling Scheme designate the location where it is to be saved.

- Choose the number of scales to be used. The tool automatically creates the scales based on the extent of the MXD, or they can be entered manually.
- Click OK to commit the changes and close the dialog box.
