ERROR
When starting an ArcGIS Image Server service provider, the following errors can appear in the Reporter window or in the service provider logs:

ESRI.ImageServer.ServiceProviderCore.ServiceProvider.InitLicenseAuthenticator
[ServiceProviderCore.ServiceProvider.StartReporter : 003B0A] Error: The ServiceProvider is not licensed.
[ServiceProviderCore.ServiceProvider.StartReporter : 003B0A] Error: Failed to get license from serverError: (-8001) You are not licensed for ortho.
[ServiceProviderCore.ServiceProvider.StartReporter : 003B0A] Error: The ServiceProvider is not licensed.
[ServiceProviderCore.ServiceProvider.StartReporter : 003B0A] Error: Failed to get license from serverError: (-8001) You are not licensed for mosaic.
This error message is a warning to communicate to the server administrator that licenses for the Ortho extension and Seamline extension are not present. These licenses are not required unless you want to orthorectify the imagery in an image service using the Ortho process, or if an image service is setup to use seamlines with the Seamline mosaic method.
If the product license was not available then the server would not start, and the following error would be displayed:
Could not Start the Server on 'ServerName' at port '3982'; The Image Server is not licensed.
