The network field evaluator is associated with a field that cannot be found

Error Message

In ArcCatalog, opening a shapefile network dataset that was created on a different language machine returns the following error:

The network field evaluator is associated with a field that cannot be found. [field name: ##]

where ## represents foreign characters representing the name of a field in the shapefile.

Cause

Shapefiles are not stored in Unicode, so they are dependent on the code page of the machine on which they were created. Therefore, shapefile network datasets cannot be opened on a machine with a different language environment.
