PROBLEM
In ArcGIS Pro, the domains view is accessible from the Data tab or from the Fields and Subtypes tabs. This allows users to view existing domains, edit their properties and values, and create new domains. In some instances, when attempting to set domains to a set of data in ArcGIS Pro, the Domains button is disabled.
The Domains button is only active if the data type is a file geodatabase feature class. Data types, such as shapefiles and dBASE (.dbf) tables, do not support some of the capabilities found in geodatabases, such as domains and subtypes.
On another note, there is a known issue in ArcGIS Pro 1.1 and 1.2 where the changes made to domains, subtypes, and indexes using geoprocessing tools may not be reflected in the Design Views.
