PROBLEM
In ArcGIS Pro, images added to the layouts by double-clicking the images in the Insert Picture dialog box are not visible, as shown below.
Depending on the cause, use one of the options below to resolve the issue.
Click only once when selecting the images in the Insert Picture dialog box

Restart ArcGIS Pro
Close the current session of ArcGIS Pro, and restart the local machine.
Repair ArcGIS Pro
Use ArcGIS Pro 3.1
Alternatively, upgrade ArcGIS Pro to version 3.1 if necessary. Perform a clean uninstall by referring to Esri Australia Technical Blog: Performing a clean uninstall of ArcGIS Pro. After performing a clean uninstall, download and install ArcGIS Pro 3.1.
