PROBLEM
When generating a new Portal for ArcGIS license file in My Esri, certain license options are disabled and cannot be selected. This prevents administrators from allocating all available licenses to the portal environment.
This issue occurs because the licenses are already allocated to an existing license file. When creating a new license file, My Esri does not allow those licenses to be reused, so they remain disabled.
Note: The following workflow requires specific My Esri privileges. If the options are not visible, request the necessary permissions from the organization’s My Esri administrator.
To resolve the issue, edit the existing license file in My Esri to transfer the current user types and license allocations into a new file. This action cancels the current file and replaces it with the updated one, reusing the existing licenses.
