Unable to publish a stand-alone table to Portal for ArcGIS from ArcGIS Pro

Description

Attempting to publish a stand-alone table to Portal for ArcGIS from ArcGIS Pro fails. In some instances, the following error message returns:

Error:
001488: The service you are attempting to publish includes data but the site has been configured such that data cannot be copied to the server

Cause

  • The stand-alone table is published to a version of Portal of ArcGIS older than 10.7. Refer to ArcGIS Pro: Share your work for more information.
  • The stand-alone table is published as a map service. This is by design as stand-alone tables cannot be published as a map service.
  • The 'Allow data to be copied to the site when publishing services' option is not checked in ArcGIS Data Store.
  • The stand-alone table data source is not registered with the server.
  • The ArcGIS Server account does not have permission to the DataStore and arcgisdatastore folders.
  • ArcGIS Data Store is not validated.

Solution or Workaround

Depending on the cause, follow either one of the following solutions.

Upgrade ArcGIS Enterprise to the latest version

Upgrade ArcGIS Enterprise to the latest version to enable publishing stand-alone table. Refer to ArcGIS Server: Upgrade ArcGIS Server for steps.

The stand-alone table is published as a map service

Share the stand-alone table directly to Portal for ArcGIS instead of publishing it as map service. Refer to ArcGIS Pro: Share a table using the default configuration for steps.

Check the 'Allow data to be copied to the site when publishing services' option in ArcGIS Data Store

  1. Open ArcGIS Server Manager for the ArcGIS Server site and log in.
  2. Click Site > Server Configuration > Data Store.
  3. On the Data Store module, click Settings.
  4. On the Data Store Settings dialog box, check the Allow data to be copied to the site when publishing services option.
  5. Click Save.

The stand-alone table data source is not registered with ArcGIS Server

If the 'Allow data to be copied to the site when publishing services' option is disabled, the data source for the stand-alone table must be registered with ArcGIS Server. Refer ArcMap: Register your data with ArcGIS Server using ArcGIS Desktop or ArcGIS Pro for steps to do this.

Grant permission to the ArcGIS Server account to DataStore and arcgisdatastore directories

Note:
Completing this workaround may require assistance from the organization's IT department.

The default locations are in the following directories:

  • The DataStore folder:
C:\Program Files\ArcGIS
  • The arcgisdatastore folder:
C:\

Follow these steps to provide permission for the folders:

  1. Navigate to the DataStore and arcgisdatastore folders.
  2. Right-click the folder and click Properties.
  3. Click the Security tab.
  4. Select the ArcGIS Server account from the Group or user names list.
  5. Click Edit...Edit icon.
  6. Check the Allow option for Full control.
  7. Click OK.
  8. Restart the ArcGIS Server service. Refer to ArcGIS Server: Start and stop services for steps to do this.
