Unable to edit utility network data with attribute rules in ArcGIS Pro 2.7

Description

Attempts to edit utility network data with attribute rules in ArcGIS Pro 2.7 fail, and in some instances, return the following error message:

Error:   
Failed to create new feature(s).
Failed to evaluate Arcade expression. [GlobalID: {00000000-0000-0000-0000-000000000000}, Arcade error: General evaluation error]

Cause

The ‘Exclude from application evaluation’ option is not checked in the Execution section of the Attribute Rules view in ArcGIS Pro 2.7.

Solution or Workaround

To resolve the issue, complete the workflow below.

Note:
If the utility network service is running, open ArcGIS Server Manager and stop the utility network service before proceeding with the workflow below. Refer to ArcGIS Server: Stop a service in Manager for the steps to do so.

1. In ArcGIS Pro, open the Attribute Rules view. Refer to ArcGIS Pro: Open the Attribute Rules view for steps to do so.
2. Select the rule, and navigate to the Execution section of the rule properties in the details pane.
3. Check the Exclude from application evaluation check box to enable editing the utility network data with attribute rules.

4. On the top ribbon, click the Attribute Rules tab, and click Save to save the changes.

5. Repeat steps 2 to 4 for each feature class.
6. Start the service in ArcGIS Server Manager. Refer to ArcGIS Server: Start a service in Manager for the steps to do so.
7. Close and reopen ArcGIS Pro for the changes to take effect.
