PROBLEM
In Portal for ArcGIS, the administrator role has publisher privileges and privileges to manage the organization and other users. In some instances, after migrating to a new version of Portal for ArcGIS, a member newly assigned the administrator role is unable to edit a shared web map application when the owner of the referencing web map remains as the previous administrator from a previous version of Portal for ArcGIS.
Note: Changing layer ownership changes ownership of the file from which the layer was created. When the owner of a hosted feature layer is changed, the ownership changes for its dependent hosted feature layer views. Changing the owner of a layer does not change the owner of the maps and scenes in which the layer is used. Similarly, changing the owner of maps and scenes does not change the ownership of the layers inside them, nor does it change the owner of the apps in which the maps and scenes are used.
