Unable to create projects in ArcGIS Business Analyst Web App

Description

Attempts to create a project in ArcGIS Business Analyst Web App fail, and in some cases, the following error messages are returned:

Your project cannot be created at this time, please try again later. If error persists, please contact Support

Error:   
You don't have sufficient privileges to create a project. Please contact your ArcGIS administrator.

Cause

• The member has insufficient privileges to create projects.
• The ArcGIS Business Analyst Web App license is not assigned to the member.
• The organization has reached the maximum limit of 512 groups.
• The project name already exists.
• There are no feature layers available in the ArcGIS organization or account. This typically occurs with new accounts or accounts on a trial subscription.
• A hosting server is not configured in Portal for ArcGIS.

Solution or Workaround

Change the member's role

For privileges to create projects, change the member's role to Publisher, Facilitator, or Administrator. These roles are compatible with the Creator, Professional, or Professional Plus user types. Assign the ArcGIS Business Analyst Web App license

Assign the ArcGIS Business Analyst Web and Mobile Apps Standard or Advanced license to the member. Members must be a Creator, Professional, or Professional Plus user type to be assigned the license. Delete or leave the group

Creating a Business Analyst project creates a new group. New projects cannot be created if the organization has reached the maximum of 512 groups. To resolve this, delete or leave the group.

1. Sign in to ArcGIS Online or Portal for ArcGIS.
2. Click Groups > My groups.
3. Navigate to the intended group and click the More options icon.
4. Click Leave group or Delete group (the Delete group option is only visible to group owners).

Use a different name for the project

When creating a project, associated groups and feature layers are also generated. If the project is deleted, the associated groups remain, therefore it is impossible to create a new project with the same name. Use a different name when creating a new project, or delete the existing group using the abovementioned steps.

Create a hosted feature layer

Create a hosted feature layer in ArcGIS Online or Portal for ArcGIS. Refer to Learn ArcGIS: Create a feature layer for instructions.

Configure the hosting server
