PROBLEM
Attempts to create a project in ArcGIS Business Analyst Web App fail, and in some cases, the following error messages are returned:
Error: Your project cannot be created at this time, please try again later. If error persists, please contact Support
Error: You don't have sufficient privileges to create a project. Please contact your ArcGIS administrator.
For privileges to create projects, change the member's role to Publisher, Facilitator, or Administrator. These roles are compatible with the Creator, Professional, or Professional Plus user types. Refer to ArcGIS Online: Change member roles or Portal for ArcGIS: Change member roles for instructions.
Assign the ArcGIS Business Analyst Web and Mobile Apps Standard or Advanced license to the member. Members must be a Creator, Professional, or Professional Plus user type to be assigned the license. For instructions, refer to ArcGIS Online: Configure add-on licenses for one product or Portal for ArcGIS: Configure add-on licenses for one product.
Creating a Business Analyst project creates a new group. New projects cannot be created if the organization has reached the maximum of 512 groups. To resolve this, delete or leave the group.
When creating a project, associated groups and feature layers are also generated. If the project is deleted, the associated groups remain, therefore it is impossible to create a new project with the same name. Use a different name when creating a new project, or delete the existing group using the abovementioned steps.
Create a hosted feature layer in ArcGIS Online or Portal for ArcGIS. Refer to Learn ArcGIS: Create a feature layer for instructions.
