PROBLEM
When attempting to create a new feature layer in ArcGIS Online, the following error message is returned.
Error: A layer titled "<layer_name>" already exists. Please select a different title.
In other instances, when attempting to publish a new feature layer from ArcGIS Pro to ArcGIS Online, the following error message is returned.
Error: A web layer named "<layer_name>” already exists. Please choose a different name that is unique within your organization.
The feature layer with the same name as the newly created feature layer is deleted and temporarily stored in the recycle bin in ArcGIS Online. This issue is by design, as an existing name cannot be used for the new feature layer. A deleted feature layer remains accessible and temporarily stored in the recycle bin, and it can be restored within 14 days before being permanently deleted. The layer with the same name in the recycle bin must be permanently deleted to allow a new feature layer with the same name to be created. To delete the feature layer permanently, refer to ArcGIS Online: Permanently delete items for instructions. In Step 3, check the checkbox next to the item with the same name as the newly created feature layer.
Rename the existing feature layer in ArcGIS Online before creating a new feature layer to prevent the reuse of the same name. Refer to ArcGIS Online: Rename layers for instructions. Alternatively, rename the file geodatabase in ArcGIS Pro before publishing it to ArcGIS Online. Refer to ArcGIS Pro: Rename a file geodatabase for instructions.
