Unable to create or delete projects in ArcGIS Workforce

Description

Attempting to create a project in ArcGIS Workforce returns the following error message:

Error:
Unable to create project.
Create Service error: Failed to create the service
'Hosted/workforce_<Item ID>.FeatureServer'.
Error Unable to create project error

Attempting to delete a project in ArcGIS Workforce returns the following error message:

Error:
The project cannot be deleted.
Service Hosted/workforce_<Item ID>/MapServer not found

Cause

The ArcGIS Data Store service is started before the ArcGIS Server service, causing issues accessing the hosted data.

Solution or Workaround

This procedure describes how to stop and start both the ArcGIS Server and ArcGIS Data Store services.

  1. Stop both the ArcGIS Server and ArcGIS Data services in the Windows Services manager.
    1. To run the Windows Services manager, type services in the Windows search box on the taskbar and click Services.
    2. In the Services window, navigate to and right-click ArcGIS Data Store. Click Stop.
    3. Navigate to and right-click ArcGIS Server. Click Stop.
  1. Start the ArcGIS Server service, followed by the ArcGIS Data Store service.
    1. In the Services window, right-click ArcGIS Server. Click Start.
    2. Navigate to and right-click ArcGIS Data Store. Click Start.
