Unable to authorize ArcGIS Server 11.x using the Software Authorization wizard

Description

In an ArcGIS Enterprise deployment, attempts to authorize ArcGIS Server 11.x on a machine using the Software Authorization wizard fail and return the following error:

Error:   
Failed to create the base deployment because ArcGIS Server does not have a valid license. Please authorize using the Software Authorization for ArcGIS Server wizard.

Cause

• The authorization file used is intended for earlier versions of ArcGIS Server.
• The authorization file used is corrupted.

Solution or Workaround

Create a new authorization file from My Esri and reauthorize ArcGIS Server on the machine using the Software Authorization wizard.
