PROBLEM

Unable to add hosted feature layers to a model using the Append tool in ArcGIS Pro

Last Published: April 25, 2020

Description

In ArcGIS Pro, data from ArcGIS Online or ArcGIS Enterprise can be added through a connection from the Portal tab. However, when using the Append tool to add hosted feature layers to the model created from ModelBuilder in ArcGIS Pro, the hosted feature layers do not display in the Input Datasets drop-down list.

In some instances, the following error message is returned when using the Append tool to add the hosted feature layers in ArcGIS Pro:

Error:
Error 999999: The user does not have permission to execute the operation. [Create capability is not set]"

The image below shows the Append tool dialog box with only the local feature layers displayed in the Input Datasets drop-down list and the hosted feature server added from the Portal tab in the model, but not the hosted feature layers.

Cause

Data from the Portal tab is added at the feature service level. So, the models only display the feature servers, and no hosted feature layers are displayed in the Append tool.

Solution or Workaround

Double-click the feature service in the Portal tab of the Catalog pane in ArcGIS Pro, and add the hosted feature layers to the model. The hosted feature layers are displayed in the Input Datasets drop-down arrow as shown in the image below.
