Unable to add ArcGIS Living Atlas subscriber or premium content to Portal for ArcGIS Map Viewer

Description

In Portal for ArcGIS, members of the portal organization can access content from ArcGIS Living Atlas by default without logging in with an ArcGIS Online organizational account. However, attempting to add a layer from ArcGIS Living Atlas subscriber or premium content to Map Viewer fails, and the following error message is returned:

Error:
The layer, <layer_name>, cannot be added to the map.

Cause

Access to the subscriber or premium ArcGIS Living Atlas content is disabled in Portal for ArcGIS.

Solution or Workaround

To access ArcGIS Living Atlas subscriber or premium content in Portal for ArcGIS, log in with an ArcGIS Online organizational account when enabling access to the subscriber or premium content.
