Unable to add an additional block between a story navigation bar and an existing block in ArcGIS StoryMaps

Description

In ArcGIS StoryMaps, adding a new block between the story navigation bar and an existing block is not possible, as the 'Add content block' button is not displayed when the cursor hovers over the white space.

Cause

This is by design. When a block is added to a story and the story navigation bar is enabled, it is not possible to add a new block between the story navigation bar and the existing block.

Solution or Workaround

To solve the issue, add a new block below the existing block and place it between the story navigation bar and the existing block.

1. Open the story in ArcGIS StoryMaps.
2. Click More actions > Edit story.

3. In the story builder, hover below the existing block, click the Add content block button, and select an option from the block palette to add a new block. In this example, the Text block is added to the story.

4. Type the desired text in the new block. Refer to ArcGIS StoryMaps: Add narrative text for more information.
5. Hover over the new block, click and hold the Drag to reorder icon to drag and place the block between the story navigation bar and the existing block.

Note: 
Steps 6 and 7 only apply to a published story.

6. In the story builder header, click Publish.

7. On the Publish options page, click Publish to publish the changes made to the story.
