Unable to access feature layers in ArcGIS Dashboards

Description

When configuring an action on an element in ArcGIS Dashboards, selecting a feature layer fails, returning the following error message:

Error:   
Layer not accessible.

Cause

The feature layers used to configure the action are added as feature collections in ArcGIS Online or Portal for ArcGIS.

Solution or Workaround

To resolve this issue, republish the feature layers as hosted feature layers for use in ArcGIS Dashboards. Check the Publish this file as a hosted feature layer. (Adds a hosted layer item with the same name.) check box when republishing the hosted feature layers to ArcGIS Online or Portal for ArcGIS.
