The Public Notification widget displays an empty address layer list in ArcGIS Web AppBuilder

Description

In ArcGIS Web AppBuilder, the Public Notification widget allows users to identify a collection of properties and generate mailing labels of owners and occupants from the addressee layers in a map. However, when configuring the Address Layers tab in the Configure Public Notification window, there are no layers listed in the ‘Layer to use to select addressee layers’ section as shown in the image below.

There are three tabs in the Configure Public Notification window which are Search and Buffer Settings, Address Layers, and Notification Options. In the Address Layers tab, there is no layer listed in the 'Layer to use to select addressee layers' section.

Cause

  • The hosted feature layer's pop-up is not configured with the 'A custom attribute display' or 'A description from one field' option in the web map level.
  • The layer is not hosted on ArcGIS Online.
  • The layer is a nested layer, for example, if a map service is used, the whole service was added to the map instead of a specific layer(s).

Solution or Workaround

Depending on the cause, use one of the following options to resolve the issue.

The hosted feature layer's pop-up is not configured with the 'A custom attribute display' or 'A description from one field' option in the web map level

Solution: Configure the hosted feature layer’s pop-up using the ‘A custom attribute display’ or ‘A description from one field’ option in the web map.
In ArcGIS Online, the hosted feature layer’s pop-up must be configured in the map using the A custom attribute display or A description from one field option for the layer to display on the Address Layers tab, as follows:

  1. Log in to ArcGIS Online. Click Content > My Content.
  2. Browse to the web map, click More Options The More Options icon., and select Open in Map Viewer Classic.
  3. In the Contents pane, browse to the hosted feature layer, click More Options The More Options icon., and select Configure Pop-up.

When clicking the More Option button in the Contents pane, there few selection option for the hosted feature layer, such as Zoom to, Transparency, and Configure Pop-up.

  1. In the Configure Pop-up pane, select the A custom attribute display or A description from one field option from the Display drop-down list in the Pop-up Contents section. Refer to ArcGIS Online: Configure pop-ups for more information.

There are few selection when viewing the drop-down list in the Pop-up Contents section, which are A list of field attributes, A description from one field, A custom attribute display, and No attribute information. In this workaround, only select the A custom attribute display or A description from one field option.

  1. In the Contents pane, browse to the layer with the pop-ups configured, click More Options The More options icon, and select Save Layer.
  2. Click Save Map The Save Map icon., and select Save to save the web map.

The layer is not hosted on ArcGIS Online

Solution: Publish the feature layer as a hosted feature layer in ArcGIS Online, as follows.

  1. Log in to ArcGIS Online with privileges to publish hosted feature layers. Click Content > My Content.
  2. Browse to the web map, click More Options The More Options icon, and select Open in Map Viewer Classic.
Note:
Steps to save the layers and create items are not required for non-hosted feature layers added to the map through the Search for Layers option.
  1. In Map Viewer Classic, save the layer. Refer to: ArcGIS Online: Save layer
  2. Remove the feature layer in the web map. Refer to: ArcGIS Online: Organize layers (Map Viewer Classic)
  3. Click Content > My Content, and publish the layer as a hosted feature layer. Refer to: ArcGIS Online: Publish hosted feature layers
  4. Open the web map in Map Viewer Classic, and add the hosted feature layer to the web map. Refer to: ArcGIS Online: Add layers to maps (Map Viewer Classic)

The image below shows the layers are listed on the Address Layers tab when configuring the Public Notification widget in ArcGIS Web AppBuilder.

In the Address Layers tab, there are layers listed in the 'Layer to use to select addressee layers' section in the Configure Public Notification window. The layers name are Day1 and Day 3 layers.

The layer is a nested layer

Solution: Add the individual layer of the map service to the map by the service URL
