PROBLEM
In ArcGIS Pro, the Mask Kind parameter does not display in the Feature Outline Masks tool when polygon and line layers are used. Instead, it displays when point and annotation layers are used.

This is expected behavior for the tool. The Mask Kind parameter only displays when annotation and point layers are used.
As a workaround, use the batch mode in the Feature Outline Masks tool to display the Mask Kind parameter when the input layer contains both polygon and line layers. The parameter displays because in batch mode, the tool does not pre-validate data to determine the kind of mask to select. Alternatively, use the Buffer or Minimum Bounding Geometry tools. Refer to ArcGIS Pro: Buffer (Analysis) or ArcGIS Pro: Minimum Bounding Geometry (Data Management) for steps and more information.
