The Analyze and Publish options are disabled when sharing layers from ArcGIS Pro to Portal for ArcGIS

Description

In ArcGIS Pro, when attempting to share layers to Portal for ArcGIS, the Analyze and Publish options are disabled as shown in the image below. In some instances, the Analyze and Publish options are disabled only when selecting Feature, Tile, and Vector Tile under 'Copy all data' in the Share As Web Layer pane.

Cause

  • ArcGIS Server is not configured as the portal's hosting server.
  • The portal's URL added to ArcGIS Pro is misspelled or does not follow the correct portal URL's format.
  • Incorrect Administration URL is used for the federated ArcGIS Server.
  • The role assigned to the member does not have the privileges to publish layers to Portal for ArcGIS. Refer to Portal for ArcGIS: Member roles for more information.

Solution or Workaround

Configure ArcGIS Server as the portal's hosting server

An ArcGIS Server site configured with a data store must be set as the hosting server for the portal to publish layers from ArcGIS Pro to Portal for ArcGIS. Refer to Portal for ArcGIS: Configure a hosting server for more information.

Replace the portal's URL using the correct URL format

In ArcGIS Pro, in the Edit Portal window, replace the portal's URL using the correct URL format below. Refer to ArcGIS Pro: Remove and edit portal connections for instructions.

Close and restart ArcGIS Pro after adding the correct portal's URL.

Update the Administration URL in the ArcGIS Portal Directory

  1. Log in to the ArcGIS Portal Directory as an administrator using the following URL:
https://<webadaptorhost>.<domain>.com/<webadaptorname>/sharing/rest
  1. On the Users page, browse to Org ID, and click the organization ID.

  1. Scroll to the bottom of the Portal page, under Child Resources, click Servers.
  2. On the Server List page, under Server Id, click the ArcGIS Server site ID.

  1. Under Supported Operations, click Update Server.
  2. On the Update Server page, update the Administration URL in the Server Admin URL parameter. Refer to Portal for ArcGIS: ArcGIS Server administrative URLs for more information.
  3. Click Update.

Change the member's role with the privilege to publish layers

Note:
Only an organization's default administrator or a member with administrative privileges can perform the following workflow.

In Portal for ArcGIS, change the member's role to Publisher or Administrator. Refer to Portal for ArcGIS: Change member roles for instructions.

Configure the member's custom role to grant the privileges to publish layers

Note:
Only an organization's default administrator or a member with administrative privileges can perform the following workflow.

In Portal for ArcGIS, configure the member’s custom role by enabling the privileges to publish the preferred layers in the Content section under the General privileges settings. Refer to Portal for ArcGIS: Configure member roles for more information and instructions.
