Offline authorization causes "6023; Input parameter hostId of TrustedHostEntityBO.createTrustedHostEntityBO cannot be null" error

Description

When performing offline authorization and uploading the authorize.txt file to My Esri, the following error occurs:

Error:   
6023; Input parameter hostId of TrustedHostEntityBO.createTrustedHostEntityBO cannot be null [Incident#]

Cause

If the hard disk of the machine is encrypted and has software client security installed, it prohibits the read or write of Unique Machine Numbers (UMN) in the authorize.txt file required for authorization.

Solution or Workaround

Decrypt the hard disk and disable the software client security before creating the authorize.txt file.
