PROBLEM

No data renders in ArcGIS Enterprise portal web apps

First Published: August 27, 2026

Description

When attempting to access the ArcGIS Enterprise portal web apps, the application shells load successfully, but some data requests and data-driven rendering fail. In this example, when accessing an ArcGIS Survey123 form and the corresponding survey data in ArcGIS Dashboards, no data is rendered.

In the ArcGIS Survey123 form:

In ArcGIS Dashboards:

Cause

One possible cause is that the ArcGIS user account lacks the necessary read and write permissions on the server machine for the output and logs directories. By default, when an ArcGIS Server site is created, the server directories are created on the ArcGIS Server machine, and the ArcGIS Server account is granted read and write access to these directories. In some cases, the necessary permissions may not be in place for the following reasons, including but not limited to:

  • The ArcGIS Server service account changed.
  • The logs or server directory locations changed after site creation.
  • The permission inheritance is broken on the folder tree.

Solution or Workaround

To resolve the issue, manually grant read and write permissions to the server and logs directories for the ArcGIS Server account. Refer to ArcGIS Enterprise on Windows and Linux: ArcGIS Server account for more information.

  1. On the ArcGIS Server machine, open File Explorer and browse to the ArcGIS Server directory root. In this example, it is in C:\arcgisserver.
  2. Right-click the required folder and click Properties > Security.
  3. Click the ArcGIS Server account and, under Allow, check the Full control option.
  4. Click Apply > OK. Ensure permissions apply to the subfolders.
  5. Repeat Steps 2 through 4 for the other directories.

  1. Restart ArcGIS Server services to apply the changes.
Note:
As best practice, ensure:
• Adequate free disk space on the drive(s) hosting the ArcGIS Server directories (including output and logs) and the configuration store to prevent write failures that can appear as permission issues. Refer to ArcGIS Enterprise on Windows and Linux: Disk space monitoring in ArcGIS Server for more information.
• Configure another relational store with the same GIS Server site as a standby machine for backup. For more information, refer to ArcGIS Enterprise on Windows and Linux: Add machines to an ArcGIS Data Store type. This is for cases where the primary relational data store suddenly becomes inaccessible and may affect the availability of hosted feature layers (hosted feature layer services) on the hosting server.
