PROBLEM
In ArcGIS Pro, the mensuration tools are used to measure ground features in imagery. In some instances, when working with an elevation raster, the mensuration tools in the Mensuration group are disabled.
Add the ground elevation surface layer to a map. Refer to ArcGIS Pro: Work with the Ground elevation surface layer for further instructions.
Note: Alternatively, to convert the layer from a scene view to a map view, click the View tab on the top ribbon and in the View group, click Convert > To Map.
In the Contents pane of the ArcGIS Pro project, select the elevation layer. The layer is highlighted once it is selected.
Certain mensuration tools are only available depending on the raster type. This can be determined by examining the information stored in the metadata of the raster. Refer to ArcGIS Pro: More about image mensuration for more information.
Depending on the license type, authorize an Image Analyst extension to the ArcGIS Pro account. Refer to ArcGIS Pro: Authorize extension licenses for further instructions.
Upgrade to the latest version of ArcGIS Pro. Refer to ArcGIS Pro: Update ArcGIS Pro for further instructions.
The image below shows the mensuration tools enabled in ArcGIS Pro.
