Map image displays in HTML viewer but not in ArcMap or ArcExplorer Java

Description

This problem is typically associated with the following behavior:- Maps generated by the ImageServer or the ImageServerArcMap will display in an HTML Viewer.- The same maps do not display in ArcExplorer Java or in ArcMap.- In attempting to display a map in ArcExplorer Java, the ArcExplorer Message Console displays an error message which starts
with the statement, "java.net.MalformedURLException: no protocol:"

Cause

When creating an ArcIMS ImageServer or ImageServerArcMap service, an HTTP Location (URL) must be specified. Although ArcIMS allows relative URLs (for example: '/output' or '../../output'), they do not work with ArcExplorer or ArcMap.

Solution or Workaround

Use absolute URLs instead of relative URLs. Absolute URLs always contain an "http://" at the beginning followed by a complete URL to the output alias, also known as a virtual directory. For example, 'http://gis.MyOrganization.org/output' is an absolute URL.
