Layers are not included in the REST endpoint of a hosted tile service in Portal for ArcGIS

Description

Tile layers are useful in exposing a map or layer on the web for the visualization of relatively static data. Tile layers can be published and hosted as services in Portal for ArcGIS. However, in certain instances when a service is viewed in the ArcGIS REST Services Directory, no layers are included in the REST endpoint and this can be an issue when adding the service to other third-party apps.

The Layers section of a hosted tile service is empty when viewed in the ArcGIS REST Services Directory.

Cause

The hosted tile service is published based on a tile package created using the Manage Tile Cache and the Export Tile Cache tools in ArcGIS Pro. Refer to ArcGIS Online: Publish large tile packages for a workflow that involves the use of the tools. The tools do not take into account the map layer information when generating the output tile package, so the hosted tile service published based on the tile package does not include any of the layers.

Solution or Workaround

To resolve this issue, use the Create Map Tile Package tool to create a tile package, add the package to the organization, and publish the tile package as a tile layer. Refer to Portal for ArcGIS: Publish from a tile package for more information.

The layers of a hosted tile service is listed in the Layers section when viewed in the ArcGIS REST Services Directory.
