Image shifts when panning or zooming

Description

When panning or zooming in a view, the image shifts.

Cause

The world file associated with the image contains non-zero rotation parameters. This causes the image to change its position relative to vector data in the same view when zooming or panning because ArcView does not rotate or warp images.
