PROBLEM
In ArcGIS Pro, graphic or text elements added to a layout with spatial map series enabled are displayed on every map series page instead of only the required pages. For example, the map series pages below display the dashed line on both pages although it is applied only to the second page.

Graphic and text elements are static and remain constant across all pages in a map series. They are displayed on every page and cannot be restricted to specific pages based on their geographic location.
Depending on the element used, the workarounds below are applicable.
Note: The features can also be modified by clicking the feature class in the Contents pane and modifying them in the Format Line Symbol pane. In this example, a different Dash type is applied to the line feature class.
The map series pages below show the dashed line feature displayed only on the relevant page.

In ArcGIS Pro, add map notes at the required location to replicate the functionality of a text element within the map. This ensures the text does not display in all map series pages. Refer to ArcGIS Pro: Add map notes to a map or scene for instructions.
The map series pages below show the map note being displayed only on the relevant page.

In the layout, add dynamic elements to display page-specific information. For example, dynamic text and dynamic pictures can be configured to update automatically for each page in a spatial map series. Refer to ArcGIS Pro: Spatial map series and dynamic elements for instructions.
The map series pages below show the text element displayed dynamically on each page.
