PROBLEM
When attempting to publish a map service from ArcMap to ArcGIS Online, the following warning prompt appears:
"Unable To Save. You must fix the errors in your document before you can preview, publish or save".
After clicking OK, the following error message is returned in the Prepare window even though all the basemap layers are removed from the List By Source tab in the Table Of Contents before attempting to publish a map service.
Error: 00037: Basemap layers cannot be published directly to a map service
Note: To navigate to the Prepare window, click the Analyze button in the Service Editor dialog box.
This error occurs because the map contains a basemap layer, which cannot be published directly to a service. Removing a basemap layer from the List By Source tab in the Table Of Contents only removes the basemap layer from the data view, but not from the map document. For more information, refer to ArcMap: Using the table of contents.
Note: For more information on the cause and solutions, refer to ArcMap: 00037: Basemap layers cannot be published directly to a map service.
Note: Do not close the Service Editor dialog box. This is to avoid the Prepare window from closing.
