Cannot deploy ArcGIS Enterprise in Amazon Web Services us-east-1 region if ArcGIS Data Store backups are configured to write to an Amazon S3 bucket

Description

Users receive the following error message when using the ArcGIS Enterprise 11.2 Cloud Builder for AWS or 11.2 Esri CloudFormation templates to create deployments in the us-east-1 region when any ArcGIS Data Store types are configured to create backup files in an Amazon S3 bucket.

Failed to validate read permission to bucket(container) <bucket_name>. Caused by: Invalid region for bucket <bucket_name>. us-east-1 is provided; expected.

Cause

This issue is caused by BUG-000162950.

Solution or Workaround

To work around the issue, either deploy to a region other than us-east-1 or use a file server (file system option in ArcGIS Enterprise for Amazon Web Services Cloud Builder) to store ArcGIS Data Store backup files.
