Basemap layers not displayed in the ArcGIS Pro map view when clipped to the index feature boundary

Description

In ArcGIS Pro, when the 'Clip to index feature' check box is checked in the Layout Properties window for a map series, the basemap layers outside the clipped area do not display in the map view, even though the layers' check boxes are checked in the Contents pane.

Cause

In the Map Properties dialog box, on the Clip Layers tab, the basemap layers are unchecked in the 'Exclude layers from clipping' menu. By design, the menu lists all layers in the current map unchecked, causing layers (not exclusive to basemap layers) outside the clipped area to not display in the map view.

Note:
The 'Exclude layers from clipping' menu is only available when 'Clip to index feature' is checked.

Solution or Workaround

  1. Open the ArcGIS Pro project.
  2. In the Contents pane, right-click the map layer and select Properties.
  3. In the Map Properties dialog box, click Clip Layers.
  4. For Exclude layers from clipping, click the drop-down arrow and check the basemap layers check boxes.
