ArcScene navigation is not smooth or portions of draped raster images are missing.
The graphics card drivers on the system may not have been updated to the most recent version.
Solution or Workaround

Perform a cleanup of the current ArcGIS settings
A. Start Windows Explorer and navigate to C:\Documents and Settings\<your_login>\Application Data\.
B. Delete the ESRI folder.
C. Close Windows Explorer.
D. Navigate to Start > Run, type regedit and click OK.
E. Expand HKEY_CURRENT_USER\Software.
F. Right-click on the ESRI folder and select Delete.
G. Close the Registry Editor.
H. Start ArcCatalog first and start ArcMap or ArcScene.

Update the graphics card driver from the graphics card manufacturer's Web site.
