ArcScene: Defining a default background color for use in new scenes does not work

Description

When setting a background color in ArcScene, there is an option to use the color as the default for all new scenes. This works only when creating a new scene while ArcScene is still running. If you quit and restart ArcScene, the selected color is forgotten and white is used instead.
