PROBLEM

ArcIMS Manager applications Administrator, Designer and Author fail to launch.

Last Published: April 25, 2020

Description

When trying to start the Java based applications ArcIMS Administrator, Designer or Author, only the outline of the application appears or nothing happens at all. The javaw.exe process has been created and can be seen in the Task Manager, but the actual Java application does not launch successfully. Any other Java applications like Java Web Start may show the same behavior.

Cause

This is caused by another system resource that prohibits the javaw.exe process from running successfully. Issues like this may be due to a conflict with the Z3950 Connector, PCAnywhere and some Antivirus software.

Solution or Workaround

  • If the ArcIMS 9.0 Z3950 Connector is installed and running:

Stop the Z3950 Connector in the Windows Services panel as this may resolve the problem. If the Z3950 Connector is needed, use the following workaround: INSERT 27200 HERE.

    Note:
This issue has been resolved in ArcIMS 9.1.

  • If PCAnywhere is installed:

Stop the PCAnywhere service. If the ArcIMS Manager applications can be launched successfully, it is recommended to uninstall PCAnywhere, try upgrading to a newer version of PCAnywhere or use Terminal Services or a similar remote administration tool instead as a permanent solution.

    Note:
Contact Symantec Support for more information and possible workarounds on this issue with PCAnywhere and Java applications.

  • Some antivirus software may consider the javaw.exe process as a potential virus and block it from launching. Try setting an exception for the antivirus software to the ArcIMS installation directory. For example, set the antivirus to not scan C:\Program Files\ArcGIS\ArcIMS\. This should then allow the applications to launch successfully.
