PROBLEM
Attempts to publish a web layer as a referenced feature service to the ArcGIS Enterprise portal fail. ArcGIS Pro repeatedly prompts the creation and registration of a new data store upon publishing, even though there is an existing data store.
This is expected behavior when new users or machines connect to the existing data store or if the password stored with the data store changes.
Note: If the password associated with a registered data store changes, services that rely on that store may fail to function. While the data in those services may still appear, the services cannot be updated to use the new password directly. To restore functionality, the data store must be re-registered with the updated credentials, and the services must be republished.
The ArcGIS Server administrator can use ArcGIS Pro or ArcGIS Server Manager tools to register approved data store locations with the ArcGIS Server site and share these with other team members. If the connection properties change or a new database connection file is used, the data store must be re-registered to ensure the server can access the data directly.
