ArcGIS Pro fails to import more than 10,000 demand points to a location-allocation analysis layer from ArcGIS Online

Description

Creating a location-allocation analysis layer with more than 10,000 demand points from ArcGIS Online in ArcGIS Pro fails with the following error message:

Error:
030096: The maximum records for <value> limit of <value> has been exceeded.

Cause

The Demand Points feature class in the location-allocation analysis layer exceeds the 1,000 demand points limit. The location-allocation analysis layer using the ArcGIS Online network dataset can only load up to 1,000 demand points by default.

Solution or Workaround

Follow the steps below to resolve this issue.

  1. In ArcGIS Pro, create a local network dataset. Refer to ArcGIS Pro: Create the network dataset for more information.
Note:
The maximum demand points limit must be more than 10,000 if created with local network dataset.
  1. Change the ArcGIS Online network dataset source to the local network dataset created in Step 1. Refer to ArcGIS Pro: Change the data source for the network analysis layer for more information.
  2. Add the Demand Points feature class to the network dataset. Refer to ArcGIS Pro: Add demand points for more information.
