After upgrading to ArcGIS Enterprise 10.5.x or 10.6.x, some Utility services are not accessible by non-Administrators

Description

When upgrading ArcGIS Enterprise environments that contain ArcGIS Server federated with Portal for ArcGIS, a known issue occurs with three different ArcGIS Server Utility services. These services were introduced into ArcGIS Server at various releases between 10.5 and 10.6.1. These Utility services are:

  • OfflinePackaging – Released in version 10.6.1
  • GeocodingTools – Released in version 10.5.1
  • RasterUtilities – Released in version 10.5

When performing workflows in the Enterprise portal which leverage these Utility services, the following error is returned:

“Unable to access the utility service.”

If using a web debugger to inspect the network traffic to the Utility service, the following error is returned:

“{"error":{"code":403,"subcode":2,"message":"User does not have permissions to access 'utilities/<UTILITY SERVICE NAME>.gpserver'.","details":[]}}”

This issue occurs when upgrading to versions where these utility services are found, which are 10.5, 10.5.1, 10.6, or 10.6.1.

Cause

When ArcGIS Enterprise is upgraded to one of these affected versions, the OfflinePackaging, RasterUtilities, and GeocodingTools Utility Services on ArcGIS Server are no longer available to their federated Portal for ArcGIS, as their sharing properties are incorrectly set. To resolve this, the Utility services must have their sharing properties updated, so that the Enterprise portal can once again leverage this functionality.

Solution or Workaround

To resolve this issue, do the following steps after upgrading your ArcGIS Enterprise:

  1. Log in to ArcGIS Server Manager with an administrator account
  2. In the Services page, click the Utilities folder to view the utility services for the server
  3. Locate each of the relevant Utility Services: OfflinePackaging, RasterUtilities, and/or GeocodingTools, depending on the software version, and for each service:
    1. Click the Sharing Properties icon
    2. In the Sharing Properties panel, select ArcGIS Enterprise.
    3. Click Save.

Since ArcGIS Server is federated with Portal for ArcGIS, the updated sharing properties for these utility services propagates to the federated Enterprise portal. Once these services have been shared, they function as expected.
