PROBLEM
The Drawing Order list in ArcGIS Pro sets the layers at the top of the list to draw above those below them. However, when polygons are symbolized with Proportional Symbols, the layer does not follow the drawing order in the Contents Pane, and instead, draws on top of the other layers on the map.
The image below shows the STAGE_NUMB polygon layer symbolized with Proportional Symbols. Although it is placed below the POLYLINE, and 'Selected countries' layers, it draws on the map above both these layers.
This is a known issue for polygon layers symbolized with Proportional Symbols, Graduated Symbols and Charts.
The current workaround is to convert the polygon layer to a point layer and symbolize it using Proportional Symbols. Point layers follow the Drawing Order list in the Contents pane.
The image below shows the polygon layer following the Drawing Order by drawing below the POLYLINE, and 'Selected countries' layers.
