A layer symbolized with proportional symbols does not follow the Drawing Order list in ArcGIS Pro

Description

The Drawing Order list in ArcGIS Pro sets the layers at the top of the list to draw above those below them. However, when polygons are symbolized with Proportional Symbols, the layer does not follow the drawing order in the Contents Pane, and instead, draws on top of the other layers on the map. 

The image below shows the STAGE_NUMB polygon layer symbolized with Proportional Symbols. Although it is placed below the POLYLINE, and 'Selected countries' layers, it draws on the map above both these layers.

Cause

This is a known issue for polygon layers symbolized with Proportional Symbols, Graduated Symbols and Charts.

Solution or Workaround

The current workaround is to convert the polygon layer to a point layer and symbolize it using Proportional Symbols. Point layers follow the Drawing Order list in the Contents pane.

1. Open the ArcGIS Pro project.
2. On the Analysis tab in the Geoprocessing group, click Tools to open the Geoprocessing pane. Search for and open the Feature to Point tool.
3. In the Feature To Point pane, for Input Features, select the polygon layer.
4. Specify a name for Output Feature Class.
5. Click Run.

6. In the Contents pane, right-click the point layer and open the Symbology pane.
7. In the Symbology pane, select Proportional Symbols from the Primary symbology drop-down.

8. Reorganize the layer to its initial position by dragging the layer and dropping it below the POLYLINE, and 'Selected countries' layers.
