Portal for ArcGIS and ArcGIS Server URL is not working

Description

When attempting to load the Portal for ArcGIS and ArcGIS Server URL it is not working, and returns a connectivity issue, "...can't reach this page...refused to connect."

Cause

This may be due to a Windows service-related issue. Sometimes, the service becomes locked and is unable to stop or restart. When attempting to stop the service, Windows may display the following error:

'Error 1053: The service did not respond to the start or control request in a timely fashion.'

Solution or Workaround

  1. Open Task Manager and select the Services tab. Note the PID of the following Windows services:
    • Portal for ArcGIS
    • ArcGIS Server
    • ArcGIS Data Store.

  1. Open the Command Prompt, Run as administrator.
  2. Stop the service from the command line with the PID using the command:
taskkill /f /pid <ProcessID>

  1. For <ProcessID> use the PID for the service noted in step 1.
  2. Perform this step for Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store.
  3. Exit the Command Prompt.
  4. Start the services for Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store from the Windows Services console.
